Authorized FBI Channeling Agency

FBI Channeling Service
Cogent Systems has been selected by the FBI as an authorized Channeling Agency to provide criminal history searches (i.e. fingerprint-based background checks) for non-criminal applicants.

Each captured applicant fingerprint record is transmitted to the FBI as a digitized electronic record, in compliance with the Electronic Fingerprint Transmission Specification (EFTS). Once received by the FBI, applicant fingerprint images are compared against the FBI's known criminal fingerprint database to determine if any criminal history exists.

The FBI Channeling Program mandates that Cogent adheres to the following rules:

- Obtain contracts with the authorized recipients of background check results
- Receive non-criminal justice applicant fingerprint submissions
- Collect all fees associated with the fingerprint submissions
- Ensure fingerprint submissions are properly and adequately completed
- Electronically forward fingerprint submissions to the FBI's CJIS Division
- Receive electronic record check results for dissemination to authorized recipients and/or individuals or their approved   hiring agencies

To support each FBI Channeling Program, Cogent first develops a server that connects to the FBI CJIS division through secured communication channels, then establishes fingerprint collection sites to provide applicants who are mandated to be fingerprinted easy access to a LiveScan network.

The FBI Channeling Program includes:

- Collection of applicant demographic data as well as the collection of associated fee
- Collection of applicant fingerprint impressions
- Electronically and securely transmitting the collected fingerprint records to the Cogent FBI server
- Secure transmission of the collected fingerprint data from the Cogent Server to the FBI CJIS division
- Receiving of FBI responses for trasmitted records
- Electronic dissemination of FBI results to approved and authorized recipient
